Nations are kept in structural competition and manufactured conflict even where cooperation would serve the shared material interest of ordinary people in every country involved — climate stability, pandemic preparedness, and economic security chief among them. This is Unity's largest-scale test, beyond the domestic scope of the other seven domains.

The system needs a credible enemy abroad more than it needs a resolved problem at home. Why it stays broken: defense and security industries hold a direct financial interest in sustained international rivalry, since de-escalation reduces procurement and budget justification, and domestic political actors have an independent incentive to use foreign rivalry as a distraction from unresolved material conditions at home, whether or not the two incentives are coordinated. The inefficiency amplifies itself: rivalry that serves both a domestic political purpose and an industry's revenue model faces resistance from both directions whenever cooperation is proposed, even on problems — climate, pandemic preparedness — where ordinary people in both nations share an identical material interest in resolving them. The types that profit from the broken state: defense and security-industry contractors whose revenue depends on sustained rather than de-escalating rivalry, and domestic political apparatuses that benefit from an external rival as a distraction from unaddressed material conditions. The lock-in: cooperation threatens a procurement budget and a domestic narrative at the same time. Fixing it starts with the questions below.
